What Is CDR?
Chemical Data Reporting is a nationwide EPA program that collects exposure-related data on industrial chemicals manufactured or imported in the United States. CDR supports the EPA’s risk assessment and regulatory actions under TSCA.
Facilities are required to report chemical information if they:
- Manufacture or import ≥25,000 lbs. of a chemical at a site in any calendar year during the reporting period
- Are subject to the 2,500 lbs. threshold for chemicals with specific exposure concerns
- Meet production criteria during the baseline year and the three previous years
The last cycle occurred in 2024. The next deadline is expected in 2028, covering data from 2025–2027.
Who Must Report?
You are subject to CDR if:
- You manufacture or import listed substances into the U.S.
- Your chemical(s) appear on the TSCA Inventory
- You exceed EPA’s annual volume thresholds (25,000 lbs. or 2,500 lbs.)
- You operate as a chemical manufacturer, compounder, processor, or importer
Failure to comply may result in civil penalties under TSCA Section 16.
