Tulsa-Based North American leader in “Regulatory Compliance Management” seeks talented, experienced Environmental Engineer or Environmental Manager / OSHA Education Specialist with passion for environmental protection, project management, and employee training with Vanguard’s extensive clientele throughout the U.S. Federal/State laws with stiff enforcement policies mandate annual compliance. Vanguard’s EHS Professionals produce evidence-based compliance projects while client projects are sold by professional sales force throughout the U.S. Vanguard’s engineering professionals do not sell. Business model does not feature “billable hours” or “time and materials”, as ethics is a core value of Vanguard. Orientation/Training provided by Vanguard’s corporate and regional staff in a mentorship style. This Senior-level position emphasizes all aspects of Environmental, Health, Safety, and HazMat Compliance imposed upon industry by the U.S. EPA, OSHA, DOT, and Homeland Security, as well as state, county, and local regulatory agencies.
Employee must already live in Tulsa Metro area. Vanguard does not provide relocation costs.
Job Focus:
- Field projects include Air Permitting (Very Important Need), Stormwater / Wastewater Permitting, Toxic Release Inventory, RCRA HazWaste, SPCC Plans, Emissions Inventory Reporting, and onsite OSHA/DOT Employee Training (with GHS focus) on 22 Standards.
- Ensure site-specific compliance with each client’s environmental permitting, reporting, and employee training responsibilities through Vanguard’s systems, technologies, and methods; Job is in-office, not remote.
- Travel within U.S. required (One- and Two-day run-outs) – about 2 trips/month.
Qualifications:
- Bachelor’s degree (Environmental Engineering or Management, Environmental Science, or related field). Graduate degree and/or professional certifications are a definite advantage (i.e., CHMM, REM, CSP, Arc Flash 70E, etc.).
- 5 or more years of experience performing Environmental, Health and Safety programs for clients operating in the U.S. manufacturing or industrial sector.
- Knowledge of federal and state regulations including air programs (Title V, Minor Source, etc.), Toxic Release Inventory, RCRA Hazardous Waste, Stormwater Runoff Pollution Prevention Plans (SWPPP), SPCC Plans, HazMat Management & OSHA Standards for Industry…29 CFR 1910 (for onsite training).
- Highly motivated, attention to detail, and ability to solve technical and analytical problems while interacting with clients in plain-English, interpersonal style.
- Ability to manage time to complete tasks by compliance deadlines.
- Strong oral/written skills with confidence to speak and train in workplace.
- Ideal candidate would have environmental engineering credentials with capability to perform both environmental compliance projects and onsite OSHA training.

Thousands of companies must comply annually with 60+ federal EPA, OSHA, and DOT compliance laws/regulations, most of which carry penalty policies of $64,000-$124,000 per day, plus regulations unique to Maricopa County. JOB FOCUS…A 3-TIERED BUSINESS MODEL:
- (1) NEW CLIENT SALES on Vanguard’s renowned Environmental Management System (EMS USA! and/or EMS California!) providing compliance on 20 EPA, OSHA, & DOT laws/regulations…with primary benefits of Risk Management Against Enforcement Penalties, Defensible Documentation / Evidence-Based Compliance, Legislative Updating, and Flat-Rate Fee Structure (to avoid exorbitant costs associated with “billable hours”).
- (2) ADD-ON SALES on compliance gaps identified through Vanguard’s Environmental Management Systems to establish each client’s site-specific Compliance Action Plan. Precision Due Diligence on 50+ compliance laws.
- (3) Serve and maintain existing client base through ANNUAL UPDATES (RENEWALS) & CLIENT SERVICE.
Qualifications:
- Minimum of 5 years outside sales experience; Excellent oral/written skills.
- Persuasion power to help clients make all-important risk management decisions.
- Computer literacy current with contemporary business standards.
- Professional appearance, highly motivated, and disciplined work ethic.
- Familiarity with Phoenix Metro Industry important.
- Working knowledge with hazardous chemicals desirable.
MISCELLANEOUS…
Hours are Monday thru Friday, 8 am to 5 pm. Engineers apply only if sales qualifications are met. This is an executive sales position that, through superior performance, leads to regional management of West Coast and Pacific Northwest.
