PFAS Compliance & Analysis Services

Vanguard helps facilities assess, manage, and respond to regulatory obligations involving Per- and Polyfluoroalkyl Substances (PFAS) — a growing focus in federal and state environmental enforcement.

PFAS compounds, often called “forever chemicals”, are increasingly regulated due to their persistence in the environment and links to human health risks. With over 10,000 known PFAS compounds , the regulatory landscape is rapidly evolving. Vanguard assists clients in navigating PFAS monitoring, reporting, and integration into their Environmental Management System (EMS).

What Are PFAS?

PFAS (Per- and Polyfluoroalkyl Substances) are a class of synthetic chemicals used in industrial, commercial, and consumer products for their heat, stain, and water-resistant properties. These substances do not break down easily (i.e., persist) in the environment, earning the nickname "forever chemicals."

PFAS are commonly found in:

  • Firefighting foams (AFFF)
  • Nonstick coatings (e.g., Teflon)
  • Water-repellent fabrics
  • Food packaging materials
  • Electroplating, aerospace, and semiconductor manufacturing processes
  • Cosmetics

Due to their persistence, bioaccumulation, and mobility, PFAS have become a priority contaminant in environmental regulations at federal and state levels. Many states are already regulating PFAS chemicals, and the Federal Government has launched a multi-year strategy to combat the problems associated with them in their various forms and media – from hazardous waste to air emissions to drinking water.

Why PFAS Compliance Matters

  • The EPA has added PFAS to the Toxic Release Inventory (TRI) list and proposing new drinking water standards.
  • Several states now require PFAS monitoring in stormwater, wastewater, soil, and air emissions reporting.
  • Companies may be liable for PFAS contamination even if they didn’t directly manufacture or apply the substances.
  • PFAS findings can delay permitting, complicate site assessments, and trigger corrective action obligations.

In 2024, EPA added nine additional PFAS compounds to the TRI list, with more on the way.

Vanguard’s PFAS Services Include:

PFAS Inventory & Screening

  • Identification of PFAS-containing products and inputs
  • Screening of facility processes, effluent, and byproducts
  • Cross-referencing of operations against EPA and state PFAS watchlists

EMS-Based PFAS Tracking

  • Integration of PFAS risk data into your Environmental Management System (EMS)
  • Threshold and location-based tracking of chemicals
  • Automated alerts for regulated compound thresholds

TRI Reporting for PFAS

  • Evaluation of whether TRI reporting thresholds are met (100 lbs. annual-usage per year for most PFAS)
  • Compilation of use and release data
  • Preparation and submission of TRI Form R for PFAS where applicable

PFAS Sampling Coordination

  • Coordination of groundwater, stormwater, wastewater, and soil sampling with certified labs
  • Interpretation of results and recommendations for response
  • Preparation for future monitoring obligations

Regulatory Monitoring & Strategy

  • Ongoing updates on EPA and state-specific PFAS rules
  • Impact analysis for proposed PFAS drinking water or effluent standards
  • Development of PFAS response strategies to minimize future liability through the Substitute-It-Now (SIN) List

PFAS in the Regulatory Spotlight

As of 2024:

  • 189 PFAS compounds are being tracked by the EPA under Toxic Release Inventory
  • Over 10,000 individual PFAS variants are known, many with limited toxicity data
  • States like CA, CO, ME, MI, and NY have adopted aggressive PFAS standards ahead of federal rules
  • Litigation and cleanup costs related to PFAS are rapidly increasing

Vanguard helps clients stay proactive with screening, tracking, and mitigation strategies to avoid costly enforcement and public exposure.

Industries at High Risk of PFAS Use or Exposure

  • Metal Finishing & Electroplating
  • Chemical & Plastics Manufacturing
  • Semiconductor & Electronics Production
  • Aerospace & Automotive
  • Firefighting Equipment & Training Facilities
  • Textiles & Water-Repellent Materials
  • Food Processing & Packaging
  • Landfills & Wastewater Treatment Plants
